Motorists to Pay Toll on Selected Roads

Motorists may soon begin paying toll fees on some Kenyan major highways once a Road Tolling Policy is approved. This will see motorists start paying toll fees on a number of highways under the ambit of the Kenya National Highway Authority (KeNHA), which is a statutory body established under the Kenya Roads Act of 2007 and inaugurated in September 2008. KeNHA is responsible for the development, rehabilitation, management and maintenance of all National Trunk Roads comprising of Class S, A, and B roads.

Through a statement on its X page the Authority stated that the Policy would be developed with extensive public participation to ensure that all voices are heard. Further, it stated some of the roads under consideration for the tolling to include: the Nairobi Southern Bypass, Nairobi-Nakuru-Mau Summit Highway, Thika Superhighway, Kenol-Sagana-Marua Road, Mombasa Southern Bypass, Dongo Kundu Bypass, among others.

“The Kenya National Highways Authority appreciates the ongoing discussion around the development of a Road Tolling Policy. The Authority assures the public that this Policy will be developed with extensive public participation to ensure that all voices are heard. Once the Policy is finalized, it will guide which roads will be tolled. Some of the critical roads that will be presented for consideration include the Nairobi Southern Bypass, Nairobi-Nakuru-Mau Summit Highway, Thika Superhighway, Kenol-Sagana-Marua Road, Mombasa Southern Bypass, Dongo Kundu Bypass, among others.”

Further, KeNHA in another post added that, if a Tolling Policy is passed after public participation, and a number of projects are successfully tolled, the Authority will allocate the revenue generated from such fees to maintain the same roads. It added that the fees collected will contribute to the repayment of loans used to fund major road projects, supporting the Country’s long-term financial sustainability, giving an example of the loan used to build the Dongo Kundu ByPass. It also stated that the fees collected will free money collected from road levy for construction of new roads, expanding the country’s network and improving connectivity across the country.

Currently, motorists in Kenya only pay toll fees on the Nairobi Express Way, which was constructed under a Public-Private Partnership where the private entity is to collect the fees for a period of about 25 years to recoup its investment before handing it over to the Government of Kenya.
